A Landmark Moment for India in Structural Integrity – A Proud Milestone for InSIS
History has been made—and it is ours to celebrate. For the very first time from India, a new ASTM Standard has emerged, born out of extraordinary collaboration, perseverance, and scientific excellence.
Dr. R. Sunder (BiSS, ITW, Bangalore), Dr. Andy Rosenberger (AFRL, USA), Prof. Vikram Jayaram (IISc, Bangalore), Prof. Praveen Kumar (IISc, Bangalore), together with over thirty colleagues from fourteen institutions, have successfully led a mammoth Inter-Laboratory Study (ILS) culminating in the publication of ASTM E3490: Test Method for Intrinsic Threshold Stress-Intensity Factor for Near-Tip Residual Stress. This landmark standard was officially published on April 8, 2026, marking a proud milestone for India in the global field of structural integrity.

Participants
- India: IISc Bangalore, IIT Indore, VNIT Nagpur, IIT Kanpur, IIT Kharagpur, Jadavpur University, Defence Metallurgical Research Laboratory, ITW-Instron/BISS
- Russia: Volgograd State Technical University, Saint Petersburg State Architecture and Civil Engineering University, Institute of Strength Physics and Materials Science SB RAS, Tomsk
- USA: Air Force Research Laboratory, Dayton
Financial Support
- Department of Science and Technology, Govt. of India
- Russian Ministry of Education and Science
- Defence Metallurgical Research Laboratory (test samples)
This achievement is a testament to the spirit of voluntarism and synergy that united researchers across three nations. Participants willingly sacrificed over a thousand machine hours each, dedicating nearly 20,000 hours of testing before the first ASTM balloting. The BISS Labs team ensured seamless support across 14 labs, while InSIS played a pivotal role in convening workshops, seminars, and interactions to sustain momentum.
